The Department for Welfare of Plain Tribes and Backward Classes (WPT & BC) is the nodal department for formulation and implementation of policies and programmes for welfare and development of the Scheduled Tribes, Scheduled Castes and Other Backward Classes in the State. The Department is vested with the responsibilities of implementing the provisions of the Assam SC/ST Reservation Act, 1978 as amended in 2012 and Rules framed there under. The department is also responsible for implementation of Tribal Sub-Plan the Scheduled Castes Sub-Plan Components of the State Annual Plan, Central and State Government funded programmes for the Welfare of SC/ST/OBC in the State. Moreover this Department is also responsible for implementation of FRA 2006 in the State Forest Right Act. Some of the schemes implemented under the Department of WPT & BC are as follows:
1. Pre-Matric Scholarship to ST/SC/OBC.
2. Post Matric Scholarship to ST/SC/OBC.
3. Book Bank for Medical / Engineering SC/ST students.
4. Stipend to ITI trainees SC/ST.
5. Vocational training for SC/ST trainees.
6. Family Oriented Income Generating Scheme for SC/ST.
7. Infrastructure Development in tribal areas ST/SC.
8. Grants to SC/ST (P) meritorious students.
9. Coaching to SC/ST for Central / State Civil Service Examination & other allied services.
10. FOIG scheme for OBC.
11. Coaching facilities to OBC students.
12. Self Employment for the trainees under Skill Development Programme belonging to OBC
